I would like to see reference to security and Secured by Design and their standards of physical security for such High Rise Buildings.

Such tall buildings also have an unfortunate history of failing, and one reason being because crime has not been designed out. Crime in itself is a carbon generator, and when a building has to be demolished and designed again ,due to high crime levels again this adversely affects our carbon footprint. If crime is not designed out this will adversely affect the building's 'Sustainability'.


I would like to see reference made to designing out crime, and for Secured by Design standards to be mentioned. Watford policy UD1 of Watford Core Strategy says about minimising the opportunities for crime and anti-social behaviour.
The National Planning Policy Framework (NPPF), at part 69 , says about safe and accessible environments where crime and disorder, and the fear of crime, do not undermine quality of life or community cohesion.
The National Planning Practice Guidance (NPPG) under 'Design' at part 010says about the council having a duty under Sec 17 of the Crime and Disorder Act 1984 - to prevent crime & disorder. And at part 011 says about taking proportionate security measures being a central consideration to the planning and delivery of new developments and substantive retrofits.
It would therefore be appropriate to mentioned that Secured by Design has standards for such high rise buildings, that reduce crime in such buildings. Building to the physical security of Secured by Design, which is the police approved minimum security standard, has been shown by regular research to reduce the potential for burglary by 50% to 75%.

The council supports the development of a supplementary planning document that will guide future roposals for taller buildings within the borough. The suggested hecklist outlined on page 5 of the draft SPD (whereby proposals for taller buildings will be assessed against) is welcomed, as the ten criteria cover a broad range of design issues that are elaborated further within the draft SPD and are covered by adopted and emerging policy within the borough's Local Plan.
Three Rivers' adopted Policies Map (2014) identifies a number of land use designations that are either adjacent to, or in close proximity to the district boundary with Watford. This includes a number of established settlements, open space designations, wildlife sites and landscape areas, the impact of which will need to be properly considered, during both the pre-application stage and determination phase of any new tall building proposal that is submitted in close proximity to the District boundary.
The Council is aware of the potential for negative impacts that taller buildings may have upon neighbouring land uses and it is important therefore that the criteria laid down in the draft SPD are fully considered.
